The Federal Tax Service reminds: by June 1, 2026 inclusive, certain categories of individuals must submit a report on the movement of funds and other financial assets in foreign accounts and deposits for 2025.
This refers to the requirements of currency legislation stipulated by Article 12 of Federal Law No. 173-FZ of December 10, 2003 “On Currency Regulation and Currency Control”.
The obligation applies to individuals — currency residents of the Russian Federation who have accounts (deposits) in banks and other financial market organizations outside Russia, as well as those who use electronic payment instruments of foreign payment service providers — in cases established by law.
What must be submitted
A report on the movement of funds and other financial assets in foreign accounts and deposits, as well as information on money transfers without opening a bank account using electronic payment instruments of foreign providers, must be submitted to the tax authority.
The report is submitted annually — based on the results of the previous calendar year.
It can be submitted:
- via the taxpayer’s personal account on the Federal Tax Service website;
- via telecommunication channels;
- in person at a tax office;
- or by postal mail.
The obligation does not arise in all cases
The Federal Tax Service notes: having a foreign account does not automatically mean a reporting obligation.
The law provides for certain exceptions — in particular, for accounts in banks of EAEU member states and countries that participate in the automatic exchange of financial information with Russia, provided that the established conditions for fund movement and account balances are met.
Therefore, owners of foreign accounts should check their status and whether the obligation applies to their specific situation.
A special procedure applies to mobilized persons
A separate exception is provided for citizens called up for mobilization.
They have the right to submit the report no later than three months after the end of the partial mobilization period or after their release from military service.
This relief applies specifically to mobilized persons.
It does not apply to citizens who participate in combat operations voluntarily, including under contract.
Why it is important to check the obligation in advance
Reporting on foreign accounts remains part of the currency control system. Missing deadlines or failing to submit information may lead to questions from tax authorities and liability measures provided by law.
In this regard, individuals who use foreign bank accounts or foreign payment services are advised to check in advance whether they have an obligation and, if necessary, submit the report by the established deadline.
The final deadline is June 1, 2026 inclusive.
