New requirements for occupational safety and fire safety from March 1, 2025

Since March 1, 2025, updated requirements in the field of occupational safety and fire safety will come into force in Russia, which will affect all organizations, regardless of the form of ownership. The changes are aimed at improving workplace safety and adapting corporate standards to modern standards.

The main innovations:

• Additional staff briefings and training

In accordance with Federal Law No. 311-FZ dated 07/02/2021, employers are required to conduct unscheduled briefings and testing of personnel’s knowledge on labor protection, as well as develop new training programs taking into account updated requirements.

• Updating internal documents

Employers should make changes to local regulations, including labor protection instructions, evacuation plans, and emergency procedures.

• Requirements for workplace equipment

In accordance with the Decree of the Government of the Russian Federation dated 11/16/2023 No. 1901, new standards are being introduced for equipping industrial premises with personal protective equipment, fire-fighting equipment and emergency warning systems.

• Enhanced monitoring of compliance with fire safety standards

Employees responsible for fire safety must undergo additional certification. Violation of the new rules entails tougher sanctions in accordance with the Administrative Code of the Russian Federation (Articles 5.27.1, 20.4).

What do employers need to do?

Before March 1, 2025, you must:

✔ Conduct unscheduled staff briefings.

✔ Update the regulatory documentation on occupational safety and fire safety.

✔ Check whether workplaces are equipped with protective equipment.

✔ Organize training and knowledge testing of responsible persons.

Failure to comply with the new requirements may result in fines, suspension of the company’s activities, and criminal liability in the event of accidents.
