A landmark discussion on the topic “Diplomacy of Opportunities: Women’s communities as a driver of international cooperation” took place within the framework of the IV International Forum “Woman of the Third Millennium”. The session was moderated by Gilana Bembinovna Mikhailova, a recognized expert in the field of protocol, Head of programs at the RANEPA Higher School of Public Administration under the President of the Russian Federation, General Director of the Business Protocol Agency.

International dialogue at the highest level
The session brought together outstanding women leaders from around the world, demonstrating the powerful potential of women’s diplomacy in building bridges of international cooperation.
The meeting participants listened with special attention to the speech of Her Excellency Dr. HAMDA BINT HASSAN AL-SULAITI, Vice Speaker of the Shura Council of the State of Qatar, who shared her country’s unique experience in developing interstate cooperation through women’s initiatives.

Equally significant was the speech of Sheikha Bint Jasim Al-Thani, Deputy Minister of Family Affairs of the State of Qatar, who highlighted the issues of strengthening the institution of the family as the basis of social stability in the international context.

Cultural code of international cooperation
Dr. Maissa Hamada, wife of the Ambassador of the Arab Republic of Egypt, stressed the importance of cultural dialogue in strengthening interstate relations, noting the special role of women in the preservation and development of cultural heritage.

A striking example of successful regional diplomacy was the speech by Daria Yurievna Suntsova, Permanent Representative of the Head of the Udmurt Republic to the President of the Russian Federation, who presented the topic “Women’s leadership to preserve the traditions and values of the Russian world: international projects, originally from Udmurtia.” In her speech, she demonstrated how regional initiatives are becoming part of a global cultural dialogue.

Business and diplomatic aspects of cooperation
Ms. Wang Xiuying, a member of the Party Committee of the Association of Women Entrepreneurs of Jiangxi Province and Chairman of the Board of Jiangxi Yufeng Ceramics Co., Ltd., shared the Chinese experience of developing business cooperation through women’s business communities.

Svetlana Anatolyevna Malinina, Head of the Press Service of the CIS Executive Committee, highlighted the organization’s activities in the field of women’s leadership development in the Commonwealth of Independent States.

The panel ended with a discussion by Alexandra Dmitrievna Nikanorova, Chairman of the Community of Wives of Russian Diplomats, who presented a report on “Cultural Diplomacy: the experience of the Community of Wives of Russian Diplomats.” In her speech, she revealed the unique practices and techniques developed by the community over the years of active work.

A New era of opportunity diplomacy
The participants of the session unanimously noted that modern diplomacy is undergoing a transformation — from classical formats to flexible models of cooperation, where women’s communities are becoming drivers of positive changes. Through culture, education, business, and social projects, women are creating a new architecture of international relations based on mutual respect and shared values.

The discussion proved that it is the “diplomacy of opportunities” initiated and developed by women that can create strong bridges of cooperation where traditional diplomatic methods are not effective enough. This is the unique strength of women’s communities in the modern world.

A touching moment of the session was Ms. Wang Xiuying’s presentation of a symbolic gift to the President of the International Women’s Union, Alfie Amirova, an exquisite ceramic plate painted in the best traditions of Chinese art.

In turn, Alfiya Amirova wholeheartedly thanked the Chinese delegation for accepting the invitation and actively participating in the Forum. “Your representation at the Hands of a Woman exhibition has become one of the highlights of our program. But the most valuable thing is that during these days the official partnership has grown into a sincere friendship. Now we can say with confidence: we are friends, and this is the basis for our future fruitful cooperation,” she stressed.

This exchange of warm words and symbolic gifts was not only a manifestation of deep respect, but also a vivid illustration of the theme of the session — how cultural symbols and personal gestures strengthen professional ties between countries.
